It is usally suggested that one go from dark to light, and i'm sure this is fine for some, but i really think that depends on the artist, the subject or object being painted and how the artist will want overlapping colors to interact. While it is usually easier to go from light to dark, because oil paints can be opaque depending upon how you thin them, it is really a matter of personal preference, as you can always paint over something you don't like and completely cover it.
When I teach my students to draw or paint, I tell them to first put in the extremes. In other words, their lightest lights and darkest darks. Then they look for the various middle shades such as the light middles and the dark middles. This way they know their parameters and don't end up 'muddying' their pictures.
And yes, of course you can mix them!
