It's not the best idea, but it can be done. You must make sure that the first coat is thoroughly dry, which will be longer than the drying time stated on the can. I would paint latex over oil, but not the other way around. Latex floats on the surface, whereas oil soaks in to grip. Latex as a base coat would prevent the oil from adhering. First of all, sand the wall or trim with sandpaper and remove any dust, if the surface is not flat use deglosser or liquid sandpaper you can also use steel wool which fits in molding better than sandpaper.
second, apply a coat of oil base kilz primer let it dry and then apply latex paint. I am a professional painter with 20 years of experience.
Certainly ; As long as the base paint is thoroughly dry, as in WEEKS, not days, and especially if you're putting water base over oil base.. Oil base takes 3 times as long to completely dry as water base, due to slower evaporation (drying) of the solvents in oil paint.. Regardless of what you're putting over what, strongly recommend lightly sanding the base coat, and wiping the dust off, before top - coating.. Gives the base coat some '; tooth '; for the top - coat to bond to.. And, as with everything, your finished job will only look as good as the prep - work you did in the beginning ......... believe me, I've '; been there, done that '; !!
Contrary to what has been said...latex paint will not adhere to oil based paint..if you want to mix, then the latex has to be used first, then oil on top.
