I presume you are concerned about the paint that was applied some time ago by someone else.
This is not easy to do without sophisticated chemical analysis equipment (probably I would use MIRS - multiple internal Infra Red spectroscopy) but chemistry is my profession. I would specifically look for the functional groups associated with a latex.
Now since this is not your specialty, I know of no laymen's way to do this.
If you are of the belief you must cover solvent paint with solvent paint and latex paint with latex paint, this is incorrect.
