I am sure you care about preserving your work, however, if this were going into a museum or being sold to someone who was paying a lot of money expecting an investment that would last generations I would be more concerned. Water soluble oils are still oil paints at the molecular level. Do not worry. Use the water soluble oils. Oil paint is dry (actually more like cured) after 6 months depending on the application of paint, thick/thin, specific pigments, mediums used or not, etc.. The answer: Yes, you can use your water soluble oils.
There are several reasons why oil paint cracks or wrinkles. It does not typically bubble. In your case you do not need to worry about this. The old paint has already dried. If you were painting over paint that had not completely dried you might have problems. The other causes of cracking and wrinkling do not apply in your case so, again, paint away with your water oils.Can i use water-based oils over an old regular oil painting?

i've never tried it, but it is probably not a good idea. it could maybe peel off when it dries...
