Is there a tool to tell difference between oil and latex paint?

If the paint is still wet, put a little into a cup and try to mix a little water into it. If it they mix evenly, it's latex. If the paint resists the water and gunks up, it's oil. You can double check this by taking a fresh paint sample and trying to mix in a little turpentine. If it mixes well this time, it's oil. If its resists and gets gross, its latex.

If you're talking about dry paint, it's harder to figure out. Find someone who is knowledgeable about paint and ask them to look at it for you, once you develop an eye it's not too hard to tell.
