Hi Jaimie

The fastest and best application for that is Corl Phto-Paint. It has an awesome effect tools menu.

Their is one that can turn your pic into a painting in 5 seconds max. It even has the mosaic feature, broken glas etc..etc..etc..

And, you can print it on transpazrency and iron it ti a T-shirt or canvas.

Photoshop probably has it but like I say, we use Adobe InDesign and Corel most of the time at the shop.

Corel is the fastest, easiest and most friendly as well as InDesign. How do you turn a digial photo to look like an oil painting in a graphics edit program?

I'm a designer and get this request often. The fastest and easiest way to do it is most definitely in Adobe Photoshop. It takes some creative use of Photoshop's built-in filters and also a bit of tweaking by hand to get the realistic effect you're seeking. I looked up some tutorials online and this one seems like the easiest to follow if you're a novice to Photoshop, which is a professional grade software program, but by no means inaccessible to a newbie.

Not familiar with PSP (Paint Shop?)...but can definitely say Photoshop is the industry standard for this kind of stuff.
